when special education students can't read the textbook
The law (IDEA 2004) requires that students with special needs have access to classroom learning materials (textbooks and teacher handouts, etc) in specialized formats when they cannot read. Accessible Instructional Materials (AIM) are designed to give students access to the information they need when the format (written text) is the barrier.
These specialized formats include braille and audio (human recorded or digital with computer voice). These sources require that students register and have a "print disability" which is confirmed by an appropriate professional.

my student has trouble understanding the information
When the challenge is not the format (printed text) but the complexity of the information ---look for adapted learning materials rather than AIM. The JCISD AT lending library has a variety of adapted reading material with high interest, low reading levels and audio supports. Look at samples of the Start to Finish Library and Start to Finish Core Content titles on the Don Johnston website.
